BOLTON SAFEGUARDING HEALTH AND WELL-BEING BOARD

CHAIR’S WELCOME AND INTRODUCTION TO THE ANNUAL REPORT

A very warm welcome to the first annual report of Bolton’s Safeguarding Health and Well-being Board and the inaugural business plan.  The aim of this annual report is to provide information about the work that Bolton Safeguarding, Health and Well-being Board has undertaken during the last year, to provide information about levels of activity in the child protection system and to make all those working with children and families aware of the work planned for the coming year in response to both local and national drivers.

In the last year the Board, its Executives and its sub-groups have been extremely busy making the substantial transition from an Area Child Protection Committee (ACPC) to a Children’s Safeguarding Board.  In undertaking this work we are lucky enough to be coming from a position of strength, having had an ACPC which was both effective and pro-active in promoting and developing strong multi-agency working arrangements to safeguard and protect children.  Our task is further enhanced and supported by the genuine willingness to working together that exists in Bolton and the ability to respond to change positively.

The transition to a Safeguarding Board brings with it the legal duty for all organisations to safeguard and promote the welfare of children in Bolton.  This has provided us with the opportunity to develop new working relationships and welcome a range of organisations as members to the newly formed Board to ensure that in Bolton safeguarding children really is everyone’s business!

For the coming year an equally rigorous programme of work is planned and this is set out in more detail later in the report.  However, of note for the coming year, will be the ongoing review and winter launch of the revised Child Concern Handbook and increasing stakeholder participation in the work of the Safeguarding Board. 

Finally I would like to take the opportunity, on behalf of Bolton’s Safeguarding, Health and Well-being Board, to acknowledge the commitment and hard work of all those who have contributed to the ACPC over the years, and to thank those staff from all organisations who strive to continually improve services and outcomes for every child in Bolton.
